Francesca Hong is the frontrunner in Wisconsin’s Democratic primary for governor, running on a platform to create permanent affordability for working people in Wisconsin. Elected to the State Assembly in 2020, she is the first Asian American member of the Wisconsin Legislature. A member of the Democratic Socialists of America and the Assembly’s Socialist Caucus, Fran is a chef, service worker, mom, and former small business owner who still picks up bartending and bakery shifts in Madison.
Fran was born and raised in Madison and is the daughter of Korean American immigrant parents. She attended Madison public schools, studied Spanish and journalism at UW-Madison, and found her way into restaurant kitchens, becoming executive chef at 43 North at 23. In 2016, she co-founded Morris Ramen. The following year, she co-founded the Culinary Ladies Collective, a support network for women and nonbinary people in the food industry. When the pandemic hit in 2020, she co-founded Cook It Forward Madison, which mobilized restaurants, farms, and nonprofits to feed thousands of families across Dane County.
In office, Fran has built a legislative record rooted in action. She authored the landmark AAPI education bill—passed unanimously with bipartisan support (38 sponsors, including 12 Republicans) and signed into law by Governor Evers in April 2024. She authored the Healthy School Meals for All Act and co-authored the Economic Justice Bill of Rights with Rep. Kristina Sandherr, reintroduced every session since 2021. She formed the first Asian Caucus in the State Assembly in 2025. And she introduced the Keep Families Together immigration package months before ICE escalated operations in Wisconsin. Fran is running for governor because working families deserve a leader who fights as hard as they do.
This campaign is entirely people-funded: no corporate PACs. Fran leads the field in total individual donations and has a network of 7,000+ passionate volunteers statewide.

Wisconsin deserves better. Better than a state where childcare costs more than college tuition. Better than a tax code that lets billionaires pay less than service workers. Better than schools that have to be funded by property tax referendums because the legislature won’t do its job.
Fran’s platform is built around an infrastructure of care—the universal programs that make everything else possible. When childcare is affordable, parents can work. When schools are fully funded, communities don’t have to choose between their property taxes and their kids’ education. When healthcare isn’t a financial catastrophe, families can plan for the future. These aren’t separate issues. They’re the foundation of permanent affordability—and together, they’re how we make better possible.
What we’re Fighting for
Tax the Rich
Fran will fully fund public schools by creating a new top income tax bracket on the millionth dollar and taxing large corporate profits. The result is an estimated 41% reduction in property taxes, adequately funded public schools, and 90% reimbursement for special education.
Control-Alt-Delete: Data Centers
Fran was the first candidate in the race to call for a moratorium on data center construction until Wisconsin can protect its energy grid, water, and farmland. If communities choose to build:
- Require union labor
- Stop tax breaks for private profit
- Publicly owned infrastructure
- Fund new renewable energy
Keep Families Together: Immigration & ICE
Fran has been the strongest voice against ICE brutality and has called for the abolition of the agency. She authored a comprehensive Keep Families Together package introduced months before ICE escalated its Wisconsin operations. It includes:
- Funding legal aid for immigrants
- Prohibiting state support for detention centers
- Banning ICE collaboration with schools, hospitals, and local law enforcement
